Provincial Nomination
Canada’s Provincial Nominee Programs (PNPs) allow provinces and territories to nominate foreign nationals for permanent residence based on local labour market and economic needs.
These programs complement the federal immigration system and enable provinces to attract individuals who can contribute to regional development.

Skilled Worker Streams
Many PNPs include streams for skilled workers who have the education, work experience, and language ability needed to fill labour shortages in the province. These streams often target individuals with job offers from local employers or those already working in the province. Skilled worker streams may be aligned with the federal Express Entry system, allowing provinces to nominate candidates from the federal pool, or they may operate through base streams outside of Express Entry.
Entrepreneur and Business Streams
Several provinces also operate entrepreneur or business immigration streams aimed at attracting individuals who can invest in and actively manage businesses in the province. These programs typically require applicants to demonstrate a minimum net worth, commit to a specified level of investment, and create jobs for Canadians or permanent residents. Successful applicants usually receive a temporary work permit to establish their business and may later be nominated for permanent residence once the business commitments are met.
Through these streams under the Provincial Nominee Program, provinces can select immigrants who are most likely to support local economic growth and address regional labour market needs.
