Labour Market Impact Assessment (LMIA)

A Labour Market Impact Assessment (LMIA) is a document issued by Employment and Social Development Canada (ESDC) that permits a Canadian employer to hire temporary foreign workers.

A positive LMIA confirms the employer has successfully demonstrated a genuine need for a foreign worker to fill a specific position and that no Canadian worker or permanent resident is otherwise available to be employed for the job.

​In most cases, employers must obtain a positive LMIA before a foreign national can apply for a work permit. Common LMIA streams include the high-wage stream, low-wage stream, the Global Talent Stream, and several agricultural programs designed to address seasonal labour shortages.
